Cleaning company compliance

What a South African cleaning company needs on file.

Starting a cleaning company, or bidding for a new site? The first things a Department of Employment and Labour inspector or a corporate client asks for are your employment contracts, your wage position and your health and safety file.

Our Cleaning Industry Pack puts all of it in one place: cleaner and supervisor contracts, HR policies, the safety file, bargaining council guidance and the tender documents you need to win the work.

The requirements

What you need to start a cleaning company in South Africa

Six areas an inspector, a client or a tender committee checks. Here is what each one needs, and where our pack covers it.

Employment contract templates

A written contract for every cleaner and supervisor, plus a letter of appointment, leave policy and code of conduct. In every tier.

Discipline done properly

A disciplinary pack built on the Code of Good Practice: Dismissal, 2025, so a hearing stands up if it is challenged. In every tier.

Wage rules and registrations

Bargaining council or sectoral determination guidance, plus COIDA registration guidance. From Standard.

Health and safety policy and safety file

OHS policy, PPE issue register, chemical product register, cleaning SOP manual and site inspection checklist. From Standard.

POPIA for your staff

An employee privacy notice in every tier, with the full POPIA SME starter set and a cleaning access register from Standard.

Company profile, tender templates and pricing

Service level and subcontractor agreements, a company profile, a tender response template, a payroll register and a costing tool. In Premium.

Contract cleaning wages

Which wage rules apply to you

Contract cleaning wages are set by where your sites are, not only by the national minimum wage. Getting this wrong is the most common finding in a cleaning inspection.

We check this before we build. In KwaZulu-Natal, the Bargaining Council for Contract Cleaning Services Industry (BCCCI) applies. The Regional Bargaining Council for the Contract Cleaning Sector (RBCCCI) covers parts of Gauteng, Gqeberha and the Cape Town and Stellenbosch area. Elsewhere, Sectoral Determination 1: Contract Cleaning sets the minimum conditions. Tell us where your sites are and we apply the right one.

Before you ask

Cleaning questions

What documents does a cleaning company need in South Africa?

At minimum: a written employment contract for every cleaner and supervisor, a leave policy, a disciplinary code, proof of UIF and COIDA registration, and a POPIA privacy notice for staff. Most corporate and government clients also ask for a health and safety file, a chemical register, PPE issue records, a B-BBEE affidavit and a company profile before they award a site.

Is there a bargaining council for contract cleaning?

It depends on where your sites are. In KwaZulu-Natal the Bargaining Council for Contract Cleaning Services Industry (BCCCI) applies. We confirm which applies to your sites before we build your pack.

Do I need a health and safety file for a cleaning company?

Clients and principal contractors routinely ask for one before you start on a site. Our Standard and Premium tiers include the OHS policy, PPE issue register, chemical product register, cleaning SOP manual and site inspection checklist that make up the file.

Can I edit the templates?

Yes. Every document is supplied in Microsoft Word or Excel, completed with your company details. You can edit and reissue them for as long as you trade.

Do you have a KwaZulu-Natal version?

Yes. The Cleaning pack comes in two editions with the same documents, the same counts and the same price. Tell us where you operate and we send the right one.

Do you register my company or handle my tax?

We handle CIPC filings through our CIPC & Statutory Filings service. We do not do SARS registrations or tax work. That is your accountant's work, and we will say so rather than guess.

Is this legal advice?

No. ComplianceIQ SA provides business compliance advisory services. Our guidance does not constitute legal advice. For matters requiring formal legal representation, we recommend consulting a qualified attorney or registered practitioner.
